Look for the damage the roof actually has
Wind can lift a shingle edge, break its seal, crease a tab, or remove material. Hail can bruise asphalt shingles, damage exposed metal, and disturb vulnerable details. An inspection assesses the covering and connections instead of assuming every mark means the whole roof needs replacement.
Storm reports describe an event at a recorded place. They do not show what happened at every address, and an inspection cannot reliably assign every defect to one storm. The finding on the roof is what supports the repair scope.
