Roof replacement
The city explicitly includes roof replacements in its permit-required examples. Permit application and work planning need to account for that before construction begins.

Raytown’s current Building Permits page lists roof replacement among projects that require a permit before work starts. The correct jurisdiction and the actual work scope matter, including when a repair is being considered instead of replacement.

Use Raytown’s Building Permits page for the current application path.

Exemptions come from the adopted codes, not from calling a project small. The Community Development Department can resolve the actual permit requirement for a particular repair.
A Raytown mailing address and a municipal boundary are not interchangeable. The property location establishes which jurisdiction’s rules apply.
The city says an owner can obtain a permit for personally performed work only when the owner holds title and resides at the property. Otherwise, a licensed contractor must obtain the permit and perform the work.
The city’s page says inspections must be scheduled at least 48 hours ahead. Required inspection stages need to fit the roof work sequence, rather than being left until everything is covered.
Permit fees are separate from the installed roof price. Valuation, project classification, plan review, and repeated inspections can affect what is charged. A historical residential permit packet should not be used as the current fee authority.
The city publishes its adopted construction codes and current fee information through its department links. City information checked November 2, 2026. Confirm the project classification with Community Development before work.
